The new push focuses on temporary, emergency shelters rather than lasting supports and would cut people off services after two years.

For a city whose population is 41% Black, D.C.’s homeless population is disproportionately Black, at 82.5%. Compare that to the city’s white population: 39.6%, with 6.6% homeless, according to the U.S. Census Bureau. Sixty percent of all homeless people are men.

"Homeless individuals will be given the option to leave their encampment, to be taken to a homeless shelter, to be offered addiction or mental-health services, and if they refuse, they will be susceptible to fines or to jail time,
