The Job Corps center in Milwaukee, 6665 N. 60th St., is operated by Horizons Youth Services based in Virginia; it has about 100 staffers that could be affected by any changes.

Some of the Milwaukee Job Corps Center's 237 students have already left. The Milwaukee center said since it opened in 2011, roughly 2,500 students have completed the technical training.
