Spokane Mayor Lisa Brown announced that flags at city facilities will be lowered to half-staff in memory of Former Washington Supreme Court Justice Susan Owens.

The Spokane City Council voted 6-0 on Monday to place a 20-year parks levy on the Nov. 4 ballot. Councilman Jonathan Bingle was absent.
